Proposal Development and Management Consultant Services in Response for Federal Notice of Funding Opportunity

Organization Description
AIDS United is a national, non-profit organization headquartered in Washington, DC, whose mission is to end the AIDS epidemic in the United States through strategic grant-making, capacity building, policy and advocacy, and research and evaluation. AIDS United (AU) bridges policy with grant-making and capacity building; linking the world of HIV service and community-based organizations with the public health, medical, advocacy and social justice communities to respond to the domestic HIV epidemic.

Purpose
AIDS United is seeking bids from consultants experienced in the planning, conceptualization, development and management of federal funding applications for the Department of Health and Human Services, Health Resource and Services Administration (HRSA).

Specific support is needed to provide professional and technical services to 1) support the conceptualization, planning and application management processes in collaboration with AIDS United Programs staff; 2) have lead responsibility for thorough understanding of all requirements outlined in the Notice of Funding Opportunity application guidance; 3) use this working knowledge and understanding of the application guidance to support the AU team in creating the project management workplan and timelines for application development; 4) provide research and writing support on designated sections of the application, including Background and Understanding sections; and, 5) support AU staff in the compilation and coordination of all required application components and synthesizing into completed application for submission by February 22, 2019

Consultant Bid Submission
Please submit a proposed scope of work (SOW) for carrying out the required items highlighted above, in accordance with the following:
• Period of performance from January 1, 2019 – February 28, 2019
• SOW should be no more than 2 pages in length
• Include a cost estimation for the work outlined in the SOW; cost should correspond directly to the items outlined in the SOW
• Include a copy of your CV/resume, detailing your experience in developing and leading federal funding applications, and a non-returnable, recent writing sample.
• Submit your bid package via email, by no later than COB, Friday, December 21, 2018 to:
